Terrace housing was introduced by a different government linked agency, the Brunei Economic Development Board. BEDB became involved with national housing to solve the backlog and the long waiting list of HDD’s national housing. According to the HDD officer, it was said that HDD was not allowed to build terrace houses. Many proposals had been sent to the prime minister’s office for terrace style national housing that would save the government lots of money but the proposal was always turned down. There was no official reason as to why HDD was never allowed to build terrace houses. One reason was that it could be that the decision makers might felt changing from detached houses to terrace housing was a degeneration of public housing.
