This “good neighbor policy” was expressed in FDR Inaugural address in 1933 In the field of world policy I would dedicate this Nation to the policy of the good neighbor—the neighbor who resolutely respects himself and, because he does so, respects the rights of others—the neighbor who respects his obligations and respects the sanctity of his agreements in and with a world of neighbors. FDR’s need for non-intervention can not be easily traced back to some childhood complexity. Most likely it stemmed from his time as Assistant Secretary of the Navy during the First World War. Seeing the what political intervention can do, seeing the abhorrent effects of war first hand, FDR and others would begin to shift our Foreign Policy in an attempt from preventing future massacres. We can see that life experiences of both Roosevelts would lead to extremely different approaches to foreign policy. One of the few deviation of the two administrations. Both of the Roosevelts saw government as a means to protect democracy and the American people. Their progressive ideology served as justification for increased government intervention and expansion of executive power.
