Even though urban elections have low turnout, they may have solutions to revitalize American democratic governance at the local, state and federal level. Over a century ago, the push for political, institutional, and electoral reforms was seen as a way to remove rigged elections, party dominance over local politics, and political corruption (Rakove, 2007). These democratic reforms transitioned city government from political machines to a more open democratic system, accountable and responsive to voters; however, reforms increased the involvement of interest groups in local governance (Bridge, 1997; Trounstine, 2008). A mechanism that seeks to decrease the influence of interest group politics in local government is public campaign funding by decreasing the reliance of fundraising in elections. Therefore, does the presence of publicly funded campaigns in city elections shift city responsiveness to the electorate through policy outcomes? If it does, then campaign finance reforms could help reinvigorate democratic governance by reorienting the process to the community at large and away from resource-rich interests.
