Gorbachev's final attempt to save the SU was the introduction of a new constitution which was designed to give the soviet republics such as Latvia and Ukraine much greater independence.However, the leaders of these countries wanted full independence, and for this reason the constitution was ever accepted. As a result, Gorbachev officially announced the dissolution of the SU ad his resigation o 25 December 1991.
