Cyrus was a military genius, while darius was an administration genius he was very organized and had governors in every province and made large roads for communication.

1) the way he set up the government of the Empire

2)roads and canals everywhere in the empire- helped communications with distant places

3) produced metal coins - to trade w/o having to weigh gold

4) set up"Kings Eyes and Ears" - inspectors in each province that ensure loyalty to Darius

He was kind with them he never looted or burned the cities he conquered.
