Tailboard

Pre work talk outlining the hazards associated with the upcoming task. The hazards and mitigation of these hazards must be discussed during the tailboard. Required before work and whenever there is a significant change.

Operating authority

The right to control, as delegated by the hierarchical control arrangement, an assigned portion of the power system to: establish the conditions required SPG's, LLP'S, and no recluse permits; to issue such guarantees and permits; and to establish work protection.

Operating responsibility

The responsibility for the operation and reliability of an assigned portion of the power system, as delegated by the hierarchical control arrangement.

Catagory 1

1a/1b designated for work on customer equipment


Category 2

Can access the power system. Table 401 column 4. No work allowed.

Category 3

Can work on the system and receive protection extensions.

Category 4

Arbourists

Category 5

can receive SPG and LLP's and assurance of no reclose.

Work check requirements

Must be implemented prior to working in a potentially hazardous situation or travelling in a remote area where immediate assistance cannot be secured.

Worker first responsibility in an incident

Make the scene of the incident safe for both the workers and the public.

Number of workers to satisfy various conditions of the crew compliment for work on energized conductors or equipment.

1 qulified worker - low voltage (less than 750v) permitting appropriate barriers are in place.


Min 2 qualified workers - can work on exposed energized high voltage (750v or greater) permitted work is done from ground


Min 3 workers (2 qualified) - work on exposed energized high voltage equipment from a lift


Min 3 qualified workers - 138k or 500k energized conductors where work will be performed closer then the column 2 limit but no closer then the column 1 limit.

Occasions when Live line permit not required

1. Application or removal of hot taps


2. Installation or removal of approved bolt on stirrups to conductors #2 or larger, provided rule 903 is followed.


3. Application or removal of stick mounted ammeter.

LLP rules

1. Before issuing the PIC shall make arrangements to prevent immediate re energization of the circuit or equipment and enable any Hot Line Tag functionality. (HLT not required to issue an LLP for underground cable fault testing.


2. PIC shall have a means of direct communications with the permit holder


3. In case of de-energizarion the PIC shall contact the permit holder before the circuit is re-energized, unless the circuit equipment has been de-energized by other then it's own protection or the cause is verified by a qualified person


4. When a LLP is in effect, the circuit involved shall not be paralleled without notifying the permit holder.

Assurance of No Reclose Permit rules

1. Before issuing, the PIC shall make arrangements to prevent immediate re-energization of the circuit or equipment. HLT is not required to issue.


2. PIC shall have means of direct communication.


3. In case of de-energization, the PIC shall contact the permit holder before the circuit or equipment is re-energized, unless the circuit or equipment has been de-energized by other then it's own protection or the cause is verified by a qualified person.

GOI rules per SCR

1. The PIC may receive or issue a GOI to establish part of the isolation for work protection. In NIA a qualified worker may be PIC for both PSSP and WPPat the same time and issue GOI to themselves for the purpose of establishing work protection


2. Within the BC Hydro system, the PIC who issues or receives a GOI shall use a safety protection form or a safety protection record form to record the conditionsestablished


3. The isolation devices for the portion of the system for which GOI is issued shall be secured using "Do Not Operate - GOI" tags

Who is responsible for ensuring the worker doing the switching is qualified and authorized and understands the switching process?

Rules for operating voltage regulator bypass disconnects

Bypass disconnect switches of voltage regulators shall not be operated unless:


1. The automatic control is in the off position


2. The regulator has been verified by two methods to ensure it is in the neutral position

Purpose of worker protection grounding/bonding

To create an equipotential zone at the work area.

Three types of SPG's

How are SPG's enforced?

"Do not operate" tags

Clearance

Can only be issued to a PSSP cat 5 or 6


It is a stated assurance that one or both of the following are true.


1. A specific conductor or equipment is isolated, and it is safe to apply worker protection grounding/bonding nd go to work


2. A specific piece of mechanical equipment is isolated and it is safe to apply blocking and go to work.

Can you extend clearance to another worker

Yes.


Must be Cat 3 or higher.


Ensure existing clearance is appropriate for work to be done


Record time, date, and name of person receiving extension on the safety protection record form.


Inform person receiving protection extension and review and check mitigation of the hazards.


Inform worker receiving extension that they may proceed.

When can clearance be issued in a station?

Any VT's or SST's must be rendered safe against feedback bu one of the following.


1. Opening secondary knife switch


2. Remove or draw out gear


3. Removal of fusing


4. Short circuiting by the attachment of an adequate secondary short circuit at or near the transformer terminals.

Within a zone covered by a clearance, the following procedures are permissible, provided the PIC is informed

1. The operation of a disconnect switch for the purpose of adjustment, provided the disconnect switch is not one of the clearance isolation points. And both sides of the disconnect switch are bonded together and grounded for the duration of the adjustment.


2. The operation of a circuit breaker (locally or by supervisory control), provided no hazardous electrical or mechanical tests are required and worker protection grounding/bonding is in place.

Responsibilities of PIC issuing Clearance

1. Obtain the name of the worker asking for the clearance, the type of work to be done, and the exact designation of lines or equipment to be isolated


2. Ensure no Test and work permit is in place and that requesting worker is authorized to receive clearance


3. Arrange for isolation of the specified line or equipment, with "Do Not Operate - Clearance" tags on isolating devices and on mimic displays to establish the Protective conditions. When a PIC issues two or more Clearances that depend upon an identical set of isolation points, a single set of field tags is sufficient provided that the mimic display board is enforced with a seperate set of tags for each clearance. If a clearance shares an isolation point with an adjacent SPG, a seperate field tag shall be used for each SPG.


4. Log switching steps if three or more required on switching order form and record switch order number in the log.


5. Complete the Safety Protection Form, including all isolation points that establish the Clearance. Record required info in log. If clearances have one or more isolation points in common, the safety protection forms shall be cross referenced to indicate the number of clearances issued.

How is test and work permit different form clearance permit?

A test and work permit is like a clearance permit but allows for hazardous electrical and mechanical tests to be conducted on a conductor or electrical or mechanical equipment.

Self Protection Permit

A safety guarantee that a PSSP cat 5 or 6 worker can apply on conductors or equipment for which a clearance or test and work permit is not required. Such equipment includes: auxiliary sources to equipment, compressors or pumps and associated piping systems, high voltage lateral distribution lines below 60kv, low voltage distribution lines or equipment, and low voltage station equipment not shown or listed on operating one line diagrams.


Self Protection does not require a PIC.

Customer Isolation

Isolation applied to customer systems below 60kv by BC Hydro to allow work on these systems

Do not operate tags

Enforcing tags that shall be applied only by authorized workers and only to establish and maintain protective conditions for the following:


Clearance


Test and work- only 1 set allowed on device at a time


Self protection - tag should have name of work who applied it inscribed


Customer isolation


Grounding/Blocking protection - use on devices that are not at all times under the immediate and exclusive control of the SPG holder


Guarantee of Isolation

Caution Tags

Used to advise workers of a condition that might lead to a service interruption, create an unusual condition, or require a special operating procedure.


Informtional tag only. No permit required.


Paper caution tags shall be destroyed after use

Grounded Tags

Used on PIC's mimic display to indicate worker protection grounds have been left on conductors or equipment that remain isolated when no SPG is in effect.

Live Line Permit Tags

Used on PIC's mimic display to indicate issued LLP.

Assurance Of No Reclose Permit Tag

Used on PIC,m's mimic display to indicate such permit has been issued

Guarantee Of No Reclose Permit Tag

Used on PIC's mimic display to indicate such permit has been put in place

Reclose Off Tag

Used to indicate that reclosing is turned OFF for the issuance of LLP's, or other operating conditions requiring reclosing off.these tags are not required in the field if reclosing is turned off by supervisory control. (PIC mimic display only)

What are the rules for isolation and lockout at generating stations?

SPR definition of "Authorized"

Having been approved for specific access to work on the power system or associated equipment by an authorized manager, identified in a local operating order, in accordance with PSSP or WPP.

Energized

Any electrical, mechanical, hydraulic, pneumatic, chemical, or thermal energy, or force such as gravity that could potentially harm workers

Guarantee of No Reclose

A stated and duly logged guarantee between the PIC's of different operation authorities that a specific conductor or equipment shall not be reclosed manually or automatically until the PIC who has received the guarantee authorizes reclosing.

PIC

Rhe person who has been assigned both OR and OA for a portion of the power system. On a construction project, this worker is refered to as the project controller

PSSP

The constraints that must be applied to the power system (excluding generation stations) to provide worker protection from power system hazardsduring prescribed work.

Qualified

Accepted as satisfactory in reference to experience, training, education, personal competency, physical ability, and familiarity with rules, procedures, equipment, and dangers involved on the work and operation

SPG

An assurance that conductors, electrical equipment, or mechanical equipment on the Distribution and Transmission power system are isolated and will remain isolated.
