Category 1


Non suspicious building fires under $40,000 damage


- MFS conducts primary and secondary investigation



Category 2


Suspicious building fires under $40,000 damage


- MFS FAO conduct primary investigation / scene security and SP131


- secondary investigation liaise with SAPOL



Category 3


Building fires over $40,000 damage, death or serious injury


- request FCI through Commcen


- MFS FAO conduct primary investigation / scene security and SP 131


- MFS / SAPOL (FCI) conducts secondary investigation





What does a Primary Investigation involve?

PIEI



Preserving the scene


- secure prems from unauthorised and unnecessary entry and disturbance



Interviewing witnesses


- obtain all possible information regarding the fire from owners / occupiers / bystanders / firefighters etc



Exterior examination


- attempt to ID fuel loads


Search for security breaches / anything unusual or suspicious / at conclusion areas of most and least damage should be identified



Interior examination


- if possible entry at area of least damage and start from there and work towards area of greatest damage indicating longer more fierce burning


- attempt to ID fuel loads and account for damage


- low burns are systematically sought, making sure lowest level is located


- observe for ‘V’ patterns on vertical surfaces


- observe for severe overhead damage


- in low fire load areas the lowest point of burning below most severe overhead damage, adjacent to ‘V’ patterns, may be precise point of origin


- category 1 investigation is complete when room or area of origin is identified, possible/probable cause established and documentation is complete. Depending on circumstances a secondary investigation may be conducted for possible/probable cause

What does a secondary investigation involve?

Confirming cause of fire in area/room of origin by conducting any necessary overhaul.


Attempt to find source ignition, the fuel load and how they came together.
