Why is it important for DOD personnel to be licensed within Japan?

The operation of privately owned vehicles (POV) within Japan is considered a privilege agreed between U.S. Forces Japan and the Japanese Provincial Government.

Vehicles must come to a complete stop at allstop lines at pedestrian crosswalks (when occupied),or at uncontrolled intersections where stopping isrequired by law.

When following another vehicle, Japanese law requires drivers maintain adequateseparation distance to prevent colliding with the vehicle being followed in the event thevehicle makes an abrupt stop. Japanese trafficlaw does not require the use of headlights during periods ofreduced visibility due to inclement weather. However, headlightuse is mandatory aboard all U.S. installations and highlyencouraged during periods of reduced visibility when driving offan installation.

Personnel will not operate a rented or borrowed motor vehicle, including anyJapanese-owned motor vehicle, unless what form is in their possession?

Operators have a valid USFJ Form 4EJ for the type of motor vehicle operated.

All personnel operating a motor vehicle in Japan must produce upon request frommilitary or Japanese law enforcement officials the following (4) documents.

1) Proof of vehicle ownership or registration 2) A valid USFJ Form 4EJ, operator’s permit 3) Proof of Japanese Compulsory Insurance (JCI) and 4) property damage liabilityinsurance (PDI).

What is the penalty for driving without a driver's license?

Driving without a valid driver’s license, aiding and abetting another to drivewithout a valid driver’s license, improper acquisition of a driver’s license and knowinglyloaning a vehicle to someone who does not possess a valid driver’s license can result with afine and or punishment of up to 3 years confinement and no more than 500,000 yen.

What is the penalty for hopping in a vehicle with someone who does not possess a driver's license?

Anyone who gets in a vehicle while knowing the driver does not possessa valid driver’s license can receive a fine/punishment of 500,000 yen or up to 3 yearsconfinement.

The driver of any vehicle involved in an accident resulting in injury to, or thedeath of, any person, or property damage shall immediately stop their vehicle at the sceneof such accident (or as close thereto as possible) and remain at the scene of the accidentuntil military police arrive.

In accident reporting, what is the maximum allowable time to file an accident report (assuming you are not incapacitated in a hospital bed and unable to do so)?

Following or parking near emergency vehicles answering a call is prohibited, but what is the required stand off distance to ensure you are not following or parking near an emergency vehicle answering a call?

No vehicle driver shall follow anyemergency vehicle making use of audible and/or visual signals closer than 500 feet (152meters) or park within 500 feet (152 meters) of where an emergency vehicle has stoppedto answer a call.

In the event you absolutely need to answer a cell phone call for an emergency, but you know that talking on the phone while driving is illegal; how would you answer the call?

When the need to use a cell phone arises, the vehicle operator mustcompletely pull over to the left side of the roadway and park the vehicle. It is preferredto park the vehicle in a parking area, but in the event of an emergency, a vehicle may parkas close to the left curbside as possible and not coming into or out of a curve. Hazardflashing lights must be administered as well.
