DEFINE: basic service

A basic service includes, but is not limited to: abank, child-care facility (licensed), community orcivic center, convenience store, farmers’ market,food store with produce, hair care establishment,hardware store, health club or recreation facility,laundromat or /dry cleaner, library, medical or dental office, museum, park, stand-alonepharmacy, place of worship, police or fire station,post office, restaurant, school, senior-care facility,social services center, supermarket, and theater.

DEFINE: Biomass density index (BDI)

Biomass density index (BDI) is the density ofplant layers covering the ground. It is calculatedby summing the existing or proposed biomassvalue as a proportion of total site area (notincluding water or invasive species) for all on-sitestructural vegetation types.

A reference soil falls into at least one of thefollowing categories:

- Soils native to a site as described in NaturalResources Conservation Service Soil Surveys(refer to soils within the region if the site soils arenot mapped or labeled as Urban Land Complex,Urban Fill, etc.)


- For sites that have no undisturbed native soils,use undisturbed native soils within the site’sregion that have native vegetation, topography,and soil textures similar to the site.


- For sites that have no existing soil, use undis-turbed native soils within the site’s region thatsupport appropriate native plants or appropriateplant species similar to those intended for thenew site.

Define: soil restoration treatment zone

A soil restoration treatment zone is any areaof the site that is not protected in a Vegetationand Soil Protection Zone (VSPZ); not covered atproject’s end by buildings or pavement; and isre-vegetated as part of the project. Soil restorationtreatment zones must be shown on the soilmanagement plan

Define: Solar reflectance (SR)

Solar reflectance (SR) is the fraction of solarenergy that is reflected by a surface on a scaleof 0 to 1. Black paint has a solar reflectanceof 0; white paint (titanium dioxide) has a solarreflectance of 1. The standard technique forits determination uses spectrophotometricmeasurements, with an integrating sphere todetermine the reflectance at each wavelength.The average reflectance is then determined byan averaging process, using a standard solarspectrum, as documented by ASTM Standards

Define: Solar reflectance index (SRI)

Solar reflectance index (SRI) is a measureof a material’s ability to reject solar heat, asshown by a small temperature rise. Standardblack (re ectance 0.05, emittance 0.90) is 0 andstandard white (re ectance 0.80, emittance 0.90)is 100. For example, a standard black surface hasa temperature rise of 90°F (50°C) in full sun, and astandard white surface has a temperature rise of14.6°F (8.1°C). Once the maximum temperaturerise of a given material has been computed, theSRI can be calculated by interpolating betweenthe values for white and black. Materials with the highest SRI values are the coolest choicesfor paving. Because of the way SRI is defined,particularly hot materials can take slightly negativevalues, and particularly cool materials can exceed100.

Vegetation and Soil Protection Zones (VSPZs) are areas identified during the pre-design phasethat will be protected from all disturbancesthroughout the construction process to preventdamage to vegetation, soil structure, and function.

The Sustainable Sites InitiativeTM (SITESTM) is a program dedicated tofostering resiliency and transforming land development and managementpractices towards regenerative design. The SITES v2 Rating System is avoluntary set of guidelines and performance benchmarks for assessingsustainable site design, construction, and maintenance.




The central messageof the SITES program is that any project—whether the site of a universitycampus, large subdivision, shopping mall, park, commercial center, or evena home—holds the potential to protect, improve, and regenerate the naturalbenefits and services provided by healthy ecosystems. The SITES programis a collaborative effort led by the United States Botanic Garden, the LadyBird Johnson Wildflower Center at The University of Texas at Austin, and theAmerican Society of Landscape Architects.
