If people stop believing in a god, then it can be considered not religion. Instead, it is just other non-religious institutions in society which socialize us and integrate us.

As people have become less religious, it cannot be religious guilt that makes people conform to norms and values. Instead, people are not deviant due to media and high surveillance which acts as a deterrent.

No. For some, religion becomes a force of social change. Liberation theology, Talibanization, shariah law, etc.

No. There is conflict between religions, and intrareligious conflict (protestant/catholic, Sunni/Shia). This is obviously not consensus and obviously doesn't create value consensus.
