MINISTER OF RECONSTRUCTION, IRAQ

DAM IN ILISU

DINA BARQAWI

Hi, I am here to talk about the impact of dam Ilisu in Turkey that has been announced to us for its building. River Tigris' source is Turkey. The river goes down to Iraq and back up again to Syria. Turkey has now announced of building another dam.

This might be an advantage for Turkey to have it all to themselves. However, this is a problem for Iraq's water supply and source.

Our water sources come from the two rivers; Euphrates and Tigris. Our rainfall and groundwater. 98% of our water sources are from these two rivers. The Euphrates flow towards Iraq seasonally. Syria has also built so many dams that restrict us a quarter of the river flow.

River Tigris flows all downstream to Iraq and is the only clean water source. Building a dam will cut 90% of our water. The Euphrates and Tigris they have fallen to less than a third of their normal flow which is the result of upstream activities by Turkey and, to a much lesser extent, by Syria and Iran.

Our rainfall precipitation is seasonal and low. It falls between December and February with only 154 mm. Less than 100mm in the south, however 1200mm in the north which causes extensive flooding in south and central of Iraq. Our water is heavily polluted from the upstream farming and sewage removal. Are humans expected to drink polluted water?

From war, we are trying to recover our water and reconstruct our country. Leakages have wasted most of our natural sources. But, we do need the essentials, which is obviously water. Our aquifers are over pumped which is extremely hard to control. This is also only enough for the North population. It has low mineral content too.

The only reliable source left is river flow. Yes, it did come from Turkey. But, it flows on our ground and you can't take what’s given. Especially that it is currently our only choice. This means we have right on its construction and its power as well as clean water source for drinking. Thank you for your time.
