The difference between ETC and chemiosmosis

OxPhos consists of ETC and chemiosmosis. In ETC, electrons are transferred from one complex of proteins to the other, releasing energy captured as a proton gradient, which is used to make ATP (chemiosmosis). These releasing energy is to create electrochemical gradient.

Why doesn’t complex ll pump out proton into the IMS?

The carrier of electrons in complex ll is FADH2. FADH2 is not as good as NADH relating to donor their electrons. Thus, its electrons are at lower energy level.
