An Attorney must have the Legal knowledge, Skill, Thoroughness, Preparation which is REASONABLY NECESSARY for representation.

OR
- Atty attains necessary competence
BUT Cannot
result in undue delay or expense to client

- if emergency, but limited to rep. necessary to meet emergency.
