The WORKMEN'S COMPENSATION ACT was passed prescribing compensation for employees for personal injuries, death or illness contracted in the performance of duty; rehabilitation was still a minor concern of the government and most rehabilitation services were then undertaken mostly by private agencies and volunteer group
