1944: 52 of 55 allied and neutral countries discussed post-war aviation producing 96 articles and the Provisional International Civil Aviation Organisation (PICAO)

ICAO

International Civil Aviation Organisation - 04/04/1947 came into existence

ICAO - Aims and Objectives

1. To forster the development of civil aviation


2. To encourage desirable features in aircraft design


3. To develop standards for airports, airways and aeronautical facilities


4. To ensure to the public, safe, regular, efficient and economic air transport


5. To prevent waste by unreasonable competition


6. To respect the rights of states and to prevent discrimination


7. To supervise the requirements of the convention, as laid down in Annexes


8. To disseminate worthwhile knowledge and experience


9. To facilitate international air travel by reducing irksome formalities and red tape.

Freedoms Of The Air (Cabotage)

1. The freedom of civil aircraft to fly over foreign countries as long as they do not land;


2. The freedom of civil aircraft to make non-traffic landings, for refueling or overhaul only, in foreign territory;


3. Freedom to transport passengers and cargo from an aircraft's homeland to other countries;


4. Freedom to transport passengers and cargo from other countries to an aircraft's homeland;


5. Freedom to carry air traffic between countries other than the aircraft's homeland.

Structure Of ICAO

Assembly

Composed of representatives from all Contracting States, meets every 3 years. Main regulatory and policy-forming body of ICAO.

Council

Permanent executive body of ICAO; 36 member states elected by the assembly.

Secretariat

Headed by the Secretery General, who is appointed by council, they appoint staff of the ICAO secretariat and directs its activities.

Objectives of ATS

1. Prevent collisions between aircraft


2. Prevent collisions between aircraft and obstructions on the manoeuvring area


3. Expedite and maintain an orderly flow of air traffic


4. Provide advice and information useful for the safe and efficient conduct of flights


5. Notify appropriate orgs regarding aircraft in need of SAR and rescue aid; and assist such orgs as required


AIP

Primarily satisfy international requirements for the exchange of aeronautical information of a lasting character essential to air navigation.

AIP Supplement

Temporary changes of a long duration (>3 months) and information of short duration which contains extensive text and/or graphics

NOTAM

A notice distributed by means of telecommunication containing information concerning the establishment, condition or change in any aeronautical facility, service, procedure or hazard, the timely knowledge of which is essential to personnel concerned with flight operations.

AIC

A notice containing information that does not qualify for the origination of a NOTAM or for inclusion in the AIP.

LUO's

Proceedure and instructions of a local nature which are either subject to frequent change or limited in application, but are supplementary to the applicable national provisions.
