Agree: Illegal?

Illegal to oppose tsarism. Statute of state security 1881.

Power of Zemstvos was taken away. 1890-Alexander 3rd. (Land commandant)

Agree: Okhrana?

Due to statute of state security, Ohkrana were given more power, which meant they could act as double agents/spies. This weakened because new members were less likely to join.

Statute of state security increased censorship of the press, which stopped opposition parties from gaining momentum.

All the group's had few members and were very disorganised. There were also divisions between and within these already disorganized groups.

Party tactics were poor, and in some cases were very extreme (e.g. Populists assassinating government officials) this made the problem much worse instead of better.

Disagree: Campaigns?

The populists "To the people campaign" failed because the peasants didn't trust the mainly middle/upper class populists.
