Rational Actor Model

State level; monolithic unitary actor; rational choice; realpolitik; not a framework for a theory of IR but an analysis of how a state governs in relation to other states

Governmental Bargaining

Not a monolithic unitary actor; different bureacracies increasing their influence; explains state irrationality; defence department could have more influence than state department, have different consequences

Organisational Behaviour

Bureaucracies follow standard operating procedures, which are different from each other; orders will work around these SOPs; individuals have little flexibility (Eisenhower > Kennedy)

Governmental Politics Model

Graham Allison (1999) Essence of Decision; statesmas dont admit to playing politics but they do; statesmen still pursue their political ambitions; groupthink dilemma (yes men); shared goals achieved differently
