Northwest Ordinance |
A law set to regulate how the western lands would be governed which was that the region would be divided into 3-5 territories. Once a territory reached 5,000 free adult men, the territory could elect a legislature. Once the territory reached 60,000 free inhabitants, the territory could write their own constitution and form their own government, with the approval of the congress and then become a state. |
