RA No. 7942 or the Philippine Mining Act - gives a mining contractor Section 18 of RA No. 7942 permits mining over forest lands subject to existing rights and reservations, and PD No. 705 itself allows mining over forest lands and forest reservations subject to State regulation and mining laws. |
