What is ORM?
ORM is a decision making tool- used by people at all levels to increase operational effectiveness by anticipating hazards and reducing the potential for loss, thereby increasing the probability of a successful mission.
Purpose of ORM
The purpose of ORM is to minimize risks to acceptable levels, proportional to mission accomplishment.
Goal Of ORM
The goal of ORM is to manage risk so the mission can be accomplished with the minimum amount of loss.
Goal Of ORM
The goal of ORM is to manage risk so the mission can be accomplished with the minimum amount of loss.
Benefits Of ORM
Applying the ORM process will reduce mishaps, lower injury and property damage costs, provide for more effective use of resources, improve training realism and effectiveness, and improve readiness.
Origin Of ORM
The ORM concept grew out of ideas originally developed to improve safety in the development of new weapons, aircraft and space vehicles, and nuclear power. The US Army adopted Risk Management in 1991 to reduce training and combat losses.
How ORM Works
ORM is a closed loop process of identifying and controlling hazards. It follows a 5-step sequence, is applied on one of three levels depending on the situation, and is guided by 4 principles
What are controls
Actions taken to eliminate hazards or reduce their risk.
Three Types of Controls
Engineering controls, Administrative controls, & Personal Protective Equipment.
Engineering Controls
Controls that use engineering methods to reduce risk by Design, or Material Selection or Substitution.
Administrative Controls
"Administrative controls reduce risk through specific administrative actions:
Provide warnings, markings, placards, signs, & notices; Written policies, programs, instructions, & SOP’s;"
What is PPE
Serves as a barrier between personnel and a hazard and is the last of the three measures in place to improve safety
Who is on the Safety Council
Consists of CO or XO (chairperson), Unit safety officer (recorder), and safety reps from each dept.
What is the Enlisted Safety Committee
"Convenes quarterly to enhance interdepartmental comms in mishap prevention at division work center levels.
Committee membership: Command safety officer (senior member), Division safety petty officers, Chief master at arms."
Who usually investigate the serious injury or major property damage mishaps.
Div O’s
"Who shall ensure there is sufficient PPE aboard to meet the needs of his command. Shall ensure adqueate funding is
provided to obtain or replace any worn out PPE"
Commanding Officer
"Who shall Ensure that the use of PPE is monitored for proper work in required spaces as well as been worn in the proper
manner."
Safety Officer
What is Ergonomics
refers to the technology involved in helping physically adjust to their workplace.
What is the other name for Ergonomics
Bio-metrics
What instruction covers the NAVOSH requirements
OPNAVINST 1500.19D
Who shall Ensure that all assigned workspaces are inspected and maintained free of hazards and in compliance with NAVOSH standards?
Department Heads
How often must individuals working in noisy enviorments have thier hearing tested?
Once a year
Where are results recorded on hearing conservation
Form DD 2216.
What are the 5 steps of ORM
Identify Hazards
Assess Hazards
Make Risk Decisions
Implement Controls
Supervise
What is Category I
The hazard may cause death, loss of facility/asset or result in grave damage to national interests
What is Category II
"The hazard may cause severe injury,
illness, property damage, damage to national or service
interests or degradation to efficient use of assets."
What is Category III
"The hazard may cause minor injury,
illness, property damage, damage to national, service or command interests or degradation to efficient use of assets."
What is Category IV
"The hazard presents a minimal threat
to personnel safety or health, property, national, service or
command interests or efficient use of assets."
What is Mishap Probability
"The probability that a hazard will
result in a mishap or loss, based on an assessment of such factors as location exposure (cycles or hours of operation), affected populations, experience or previously established
statistica information."
Mishap Probability Sub-category A
"Likely to occur immediately or
within a short period of time. Expected to occur frequently to an individual item or person or continuously to a fleet,
inventory or group."
Mishap Probability Sub-category B
"Probably will occur in time.
Expected to occur several times to an individual item or person or frequently to a fleet, inventory or group."
Mishap Probability Sub-category C
"May occur in time. Can reasonably
be expected to occur some time to an individual item or person or several times to a fleet, inventory or group."
Mishap Probability Sub-category D
Unlikely to occur
What are the four principles of ORM
Accept risk when benefits outweigh the cost. Accept no unnecessary risk. Anticipate and manage risk by planning. Make risk decisions at the right level.

Discuss the conditions that led to the creation of the Seabees
December 1941, Rear Admiral Ben Morrell, recommended establishing Naval Construction Battalions. this came about because before 1941, the Civil Engineer Corps used private contractors to accomplish all overseas construction. The contractors, in turn, hired steelworkers, electricians, carpenters, draftsmen and mechanics from private industries. However, the Navy realized that, in the event of war, civilian contractors and construction workers could not be used very well outside our country. If they were attacked and attempted to defend themselves, these civilians could be regarded as guerrillas.

Security Boat Term:
Blocking
Blocking is a method of preventing a COI from proceeding in a given direction (ie towards the HVA) by placing the Patrol Boat in the path of the contact.
Security Boat Term:
Herding
Herding is a method where the Patrol Boat positions itself on an angle off the beam/bow of the COI as to make the COI change course to avoid collision.
Security Boat Term:
Shouldering"
Shouldering is a method of showing force by physically maneuvering the Patrol Boat into the COI with enough force to alter the COI’s course away from the HVA.
Escalation of Force or Seaward Continuum of Force (SCOF) consists of four levels:
1. Level I: Blue lights, sirens, horn, waving of hands
2. Level II: Shoot flare across bow of COI. Surface Action, PORT/STBD (Condition One weapon)
3. Level III: Warning shots from crew serve weapons
4. Level IV: Open fire"

"MK 3A2 – concussion grenade:
• kill range – 5 feet
• stun range – 25-30 feet
• ear injuries up to 150 feet"
Waterborne warning shot procedures"
• Warning shots are a means of communication and provide additional tools to determine hostile intent.
• Warning shots will be offset from the suspected threat
Pre-planned responses for Surface waterborne threats
-detect and report contact; intercept contact approaching warning zone; assume blocking position; classify contact as unknown, friendly or hostile
Pre-planned responses for Subsurface waterborne threats
– determine weapons/measures to be used (i.e. security boat weapons, concussion grenades, sonar, cycling screws and rudders, pier side security)
• Assessment zone
- the outermost defense zone, assessment of all contacts is made in this zone (3000 yds – 2000 yds (1 nm))
• Intercept zone
- security forces must classify contacts in the warning zone, and warn all unknown/hostile contacts in the warning zone (2000 yds – 1000 yds)
• React zone
- the threat zone is the innermost layer of defense in depth, no hostile contacts should be allowed in the threat zone (1000 yds and under)
Single Boat Defense
a single boat on patrol, maintains a static position, close to HAV facing out toward potential waterborne threat
Multiple Boat Defense
When two or more security boats are on patrol sectors must be assigned. To protect pier side, anchored, or underway HVAs, boats will randomly patrol near the outer edge of the warning zone sectors and assess all vessels in their vicinity
MOVING SECURITY ZONES
"* Two boats should be used at minimum, four boats are ideal for Moving Security Zones.
* Largest Security Boat forward as visible presence.
* Faster, more maneuverable Security boats flanking or aft position to perform intercepts and rear security duties."
