What is "Decentralization"? |
Decentralization in narrow sense means the distribution of central government powers of decision making to various peripheral units. It mainly relates to executive powers at these levels. However it may include some legislative functions to some extent. The ariel bodies are generally made responsible to the central government over the due performance of its functions. The central government have the control over the exercises of powers disperse to ariel units. The ariel body doesn't enjoy freedom from central government. They are answerable to central government only. They are not answerable to any local representative body. |

Main difference between Decentralization & Devolution |
The absence of any legislative powers and system to hold them answerable to a body which is closer to the people is the real difference between decentralization and devolution |

Local government |
Local government is self government involving the administration of public affairs in each locality by a body of representatives of the local community. Local government is subject to the control of central government although it has a considerable amount of responsibility & discretionary power. |
