This is the initial evaluation of a scene to which an EMT has been called.

Scene Survey/Size-ip

Once standard and PPE precautions have been taken, the primary goal of EMTs upon arrival at a scene to which they have been displaced is scene safety. This means the well-being of the EMT's, their patients, and any bystanders.

Thus, EMTS must exercise leadership and take control of the scene.
