Established in 1865 by a Republican congress in order to help reconstruct the South, they offered welfare, food, clothing, education, shelter to freed slaves and landless whites. Greatest success in education.

10 percent plan 1863, 1865
|
Created by Lincoln in 1863 and then continued by Johnson 1865, it would allow the confederate states to return to the union with only a 10% of the people swearing allegiance to the Union and accepting the 13th amendment.

Wade-Davis Bill 1864
|
1864 Congress' response to Lincoln's 10 percent plan, it would require 50 percent of states' voters and stronger safeguards emancipation.

Black Codes 1865
|
Sanctioned by president Johnson, this Black Codes restricted Black life to pratically send them back to slavery. This codes denied them rights like to serve in a jury and made sure the south had a stable and subservient labor force.

Civil Rights Act 1866
|
In response to the Black Codes the Republican congress aims to gives black citizen ship. Originally vetoed by Johnson it was sent back to congress and approved.

14th Amendment 1868
|
conferred civil rights but voting, reduced the representation of a state in congress and in the Electoral College if it denied blacks the ballot; disqualifies from federal and state office former confederates, guaranteed federal debt while repudiating confederaste debt

Gave full suffrage to black males.

military reconstruction act 1867
|
To punish the south more and to ensure that promises made and maintaing black rights was ensured the south was divided into five military districtsuntil they accepted the 14th Amendment (minus Tennessee which already did) and federal government had to approve of state constitutions

military tribunals could not try civilians-- even during wartime. Civilians have to be given a fair trial with a jury.

Were people from the North like union troops or northern buisnessmen coming down to the south to profiteer through the lack on infrastructure and stability in the south

Were usually Unionists living in the South who would profiteer off other people in the South

Tenure of Office Act 1867
|
Passed by the congress, but vetoed by Johnson, the Senate was trying to impeach Stanton without having the consent of the senate. Johnson later survives the impeachment which saves the checks and balances

The federal government can interfere if states didn't allow black their rights or infringed upon them, this was the case with the Ku Klux Klan
