Yes, Jewish leaders told them a lie. That Paul was teaching Jews living abroad to turn their backs on the laws of Moses, not to circumcise their children, or continuing to follow in other Jewish customs.

He was seen by Jews in Asia who yelled accusations to all in the temple the lies they heard about Paul abroad.
