Public Protection
Procedures to eliminate FOD must address
1. The avoidance of debris.
2. The removal of debris from airport pavements.
FAR 139.337
Wildlife Hazard Management
The types of wildlife
Mammals, Birds, Reptiles, and Domestic Animals not controlled by owner
Wildlife hazard exists when
1. Possible damaging aircraft collision on or near the airport.
2. They serve as an attraction for other wildlife.
3. They can cause airport infastructure damage.
A Wildlife Hazard Assessment must be done when
1. An air carrier aircraft experiences multiple bird strikes.
2. An air carrier aircraft experiences substantial damage from striking wildlife.
3. An air carrier aircraft ingests wildlife into its engines
4. Wildlife exists near an airport that are large enough or numberous enough to cause and accident or access an airport's flight patterns or movement area.
5. The FAA requires it.
Wildlife Control is based on
Habitat Management and Active Control.
FAR 139.313
Snow and Ice Control
The Snow and Ice Control Plan includes instructions and procedures for
1. Prompt removal or control of snow, ice, and slush on each AMA.
2. Positioning of snow off of AMA surfaces.
3. Selection and application of approved materials
4. Timely commencement of snow and ice control operations.
5. Prompt notification to all air carriers of less than satisfactory conditions.
Normal commencement for snow removal operations is
prior to an accumulation of 1" of dry snow or 1/2" of wet snow.
What are the snow clearance time requirements (based on 1" of wet snow) for Commerical Service Airports?
40,000 < Annual Ops is 1/2 hr
10K-40K Annual Ops is 1 hr
6K-10K Annual Ops is 1.5 hrs
6,000 > Annual Ops is 2 hrs
What are the snow clearance time requirements (based on 1" of wet snow) for Non-Commerical Service Airports?
40,000 < Annual Ops is 2 hrs
10K-40K Annual Ops is 3 hrs
6K-10K Annual Ops is 4 hrs
6,000 > Annual Ops is 6 hrs
A chemical used on water or snow to lower the point at which the mixture will freeze is known as a
Freezing Point Depressant (FPD)
Runway Surface Condition Sensors (RSCS) or Surface Sensing Instruments (SSI) serve three functions
1. Provide a precise measurement of the pavement temp.
2. Indicate the presence of water, ice, or other contaminants.
3. To transmit this info to the Snow Control Center (SCC or Snow Desk)
Factors influencing pavement temperature
Surface color & composition
Wind
Humidity
Solar Radiation
Traffic
Presence of residual chemicals or other contaminants
Four methods of ice formation on aircraft/pavement surface
1. Radiation cooling
2. Freezing of cold rain
3. Freeze-thaw of compacted snow
4. Freezing of standing or melted water
Eutetic Temperature
The lowest temp that a chemical will melt ice
Eutetic Composition
The amount of chemical required to achive the eutetic temp.
Eutetic Point
The combination of eutetic temp and eutetic composition
Priority 1 areas for snow/ice removal
ARFF access routes to primary runway, the primary runway and its associated taxi routes to/from the terminal
Urea
Granular compound, effective down to 15F for use on pavements
Acetate-based de-ice chemicals
Liquid, effective down to -50F for use on pavements

The four mechanical methods for removing snow & ice are
1. rotary blowers & throwers
2. plows
3. broom sweepers
4. loaders
Type I deicing fluid
orange water/glycol mix heated to 180F which can protect for 15 min in snow but only 3-5 min in freezing rain
Type II & IV anti-icing fluids
thick green unheated water/glycol mixed w/polymers
Minimum Snow removal equipment
1 high-speed rotary snowblower, 2 snow plows, 1 air-blast sweeper, and 1 spreader for chemicals
