conduct foreign affairs

CAN NOT :
collect taxes , control foreign trade , add amendments , set up a court system , pass laws for the states to follow.

What is a Constitution?

A document that sets out the laws and principles of a government.

What does ,"Not worth a Continental." mean?

The Continental Congress printed money during the Revolutionary War, which was worthless ( not backed by silver or gold), so it was worth nothing.
