1. So the Second Continental Congress made a committee to make this. It provided a new central government and the states kept most power and the government could do what ever they want.


2. The powers they had the power to conduct foreign affairs, maintain armed forces, borrow money, and issue currency.


3. They didn't have the power to regulate trade, force citizens to join the army, or impose taxes.


4. The accomplishments were they won their independence and expand the country's foreign trade.


5. If they wanted to change it they needed the consent of all 13 states.


6. It needed 9 states to approve the law.



Articles of Confederation

1. It was this way because during the war many plantations and farms were destroyed and exports dropped and trade decreased.

Depression Defintion

1. The leader was Daniel Shays.


2. The farmers were most apart of the rebellion.


3. They were rebelling because famers made barely any to none money so they were getting land taken away from the judges.


4. They viewed the government as just another form of tyranny.


5. In western Massachusetts they were looking for guns and ammo.


6. It ended by a militia killing 4 farmers.


7. They worried that the government could not control unrest and prevent violence.

Shay's Rebellion

1. The plan was written by Edmund Randolph


2. The plan called for two-house legislature, a chief executive chosen by the legislature, and a court system. The lower house was elected by the people and the members of the other house would be chosen by the lower house. In both houses the number of representatives would be the same size to the population of each state.


3. The problem with the lower pop. states was that larger pop states would have delegates so more votes, but lower pop. states would have less delegates so less votes.

Virginia Plan

1. The plan was made by William Paterson.


2. It kept the one house legislature with one vote for each state. Congress could set taxes and regulate trade- powers that they didn't have under the AoC.

New Jersey Plan

1. It was called to discuss trade issues.


2. He heard about Shay's rebellion and changed his mind.


3. There were 55 people who attended, they were generals, governors, and a college professor. This included Ben Franklin and George Washington.


4. At least 9 of the 13 must vote yes.


5. At least 7 of the 13 must be present to hold a conference.

Constitutional Convention

1. It means to improve


The New Jersey Plan was to amend the articles.

Amend

1. This was to count each slave as a 3/5 of a free person for determining both taxation and representation.


2. It was to basically to make everyone happy, one didn't want slaves to count to pop., one did.


3. They wanted the slaves to count so they had more vote in the government on problems.


4. They believed that slaves were considered property and should be counted for the purpose of taxation but not representation.

Three-Fifths Compromise

1. This gave 2 house legislature, In the lower house the House of Representatives-the number of seats for each state would vary based on the state's population. In the upper house- the senate, each state would have two members.


2. It was fair, it basically gave the Virginia Plan and New Jersey Plan what they wanted and combined it fairly for every state.

Great Compromise
