1: is it also OK to say 봄에는? 2:Have a look at this, I personally would have wrote 나무에는 instead of 에서는. I think its because something is happening so the 에서 is just being used like normal, but instead of a room or place where something takes place, it's happening on the tree. Since, even though one can't see the bud sprouting (because it happens so slowly) the bud is continuously sprouting. ? Does the 지 imply an obvious statement? |

2: can't find an exact match in using Korean but according to page 71 지 is a sentence ending softener. (I wonder also if its another way of saying, ing?
2b: could also be 활용형: conjugated form, inflectional form)

The - 잖아(요) form is very assertive and can be used (with an exasperated tone) when one is highly annoyed) :
