Environment” bring into focus the idea of all the sub-systems which ultimately run a community and in this it also brings into focus simulated barriers which pull focus from the concerns and only looks at the differences. What needs to be emphasized on to overcome the segmentation problem is to look at community capital: environmental capital, human capital, social capital, cultural capital, public structural capital, and commercial capital (Callaghan & Colton (2008). One area in particular we will consider in the building process is environmental capital which will include regulation, carrier, production, and information. Through the use of environmental capital this will help keep our ecosystems in balance (Callaghan & Colton (2008). Livability Principles will help to educate in the policy framework for supporting sustainable rural communities. As performance measurement will help us to understand and put into place programs, policies, and investments and show us the impacts which they all hold for a sustainable community. Building a partnership with federal agencies is a must and can help us to contribute to more resilient economies, healthy environments, and quality of life (EPA, 2011). Land use areas are not as they once were and they now face ace an array of challenges as rural cities and sustainable living are being considered. When considering sustainable living looking at areas of land use areas which are already in poverty situations, experiencing unemployment or even population loss, could help to utilize areas which would not only improve the quality of life but also bring in well need jobs and food sources to build an economically sound community. The concept of using lands or areas which have already been somewhat built into a community will greatly reduce impacts on other lands and water
