Hazard Mitigation Assistance Grant Programs
Introduction
Manmade and natural disasters have the potential to cause great loss of property and loss of life. Disasters can also occur anytime and this is why mitigation is very important. Hazard mitigation is activities or measures that reduces or eliminates the effects to people and properties of natural or manmade hazards (Federal Emergency Management Agency, 2016). According to the Federal Emergency Management Agency (FEMA), mitigation is actions or activities to reduce the impacts of hazards primarily to protect loss of life and property (Federal Emergency Management Agency, 2016). However, in order to accomplish this, hazard mitigation activities and plans require money. The HMA grant program, the HMGP, the PDM, and the FMA programs were created to assist communities from individual homeowners to state in funding their mitigation projects or plans. Applying for either one of these programs has their own application process. Submission of application must go through a series of reviews from the subapplicant level to the Applicant level (i.e. State, tribal, and territories) before it gets submitted to FEMA for another review and approval. Applying for PDM and FMA must go through eGrants website to fill out, review, and submit applications electronically. Although, applications go through a strict process, if an application gets approved, it has a great long term benefits for both the applicant and the federal government. Studies showed that the total cost of grants spent by the federal government from 1993 to 2003, almost quadruple of the total cost was saved in estimated losses. The federal government not only benefited economically, but it also enhanced the resilience of the country against major
