Building healthy public policy is about ensuring policy makers are tackling health issues in all sectors, making the healthiest choice the easiest choice (WHO, 1986). One way of ensuring that people have access to good housing is building policy around ensuring all homes are insulated and have adequate heating. This could be done through identifying high-risk homes for coldness and dampness or targeting low-income families identified, possibly through survey or an application form. Then reduce the cost of insulation and heating for these people according to need. This will ensure that the most needy have appropriate access to well-insulated and heated homes. Another area that will need to be targeted is around making housing affordable. Policies need to be set up which give people the ability to purchase good housing in relation to their household situation. This could be through subsidy, where identified people are given aid to help purchase suitable home.
