What is the primary overriding cause of State Failure in Africa Today? According to Bates, How are Elites and Masses are supposed to behave? First, it is caused by the fact that considerable amount of the rulers were from the military. They came to the power as the heads of the insurgents. In addition, most of the civilians participated in armed actions. Situation of Chad and his president, Francois Tombalbaya, is described in order to make it clearer. Bates uses the term “fable” which suggests three variables in order to determine the true reason and explain the process. Africa is rich for resources like oil and precious minerals. Access to great source of wealth showed predation of “specialist in violence”, the term, which he uses to describe the rulers. Military leaders became heads of their states and recognized richness of their states for natural resources. Unexpected wealth made them to act as predators. Another variable which caused that process was the decrease of states in revenues in 1970’s. It was caused by the abrupt increase of the oil’s price. It led to the exports’ decrease from Africa and resulted in considerable problems in their economies. Reason for that is a predatory nature of the elites. Elites offered protection in exchange for political rule over the state.(138) Bribe of the votes, which was mentioned above, is a common action towards this direction. In order to be both protected and prosperous people have to take up arms and be ready to fight.(139) They cannot be prosperous due to “specialists in violence”. If they are, they have to protect it. This is the reason, why Bates argues that key for the protection is the poverty.(138) In my opinion, the reason for the political violence prosperity in African states is a combination of the variables discussed above. Mistakes made in the past and outgoing conditions made them failed. As it is known, it is hard to reestablish the state once
