Within one hour, the injured firefighter was rescued, the below grade fire was becoming under control and all agencies were working together to get everything under control. (Manning, William A, 1993, p. 1-12) Throughout the course of 28 days the Fire Department of New York City responded with 84 engine companies and numerous trucks, chiefs and hundreds of personnel. Only after several days, when most of those hazards including the fire were extinguished was the ATF and FBI allowed to enter the site to start their investigation. (Manning, William A, 1993, p. 61)
Two days after the bombing the ATF was able to enter the scene and start their investigation to find those responsible. The ATF was responsible for finding the prime piece of evidence against the bombers which will lead to the arrest of one of the bombers. The ATF found the Vehicle Identification Number (VIN) to the vehicle that was used to transport the bomb.
