In addition, enacting federal policies designed to help low-income families have discouraged those on welfare to rely solely on government handouts. This has meant a drop in welfare cases and a rise in America 's workforce. For instance, the number of people of who may be unemployed while receiving welfare are people who have been actively seeking jobs but may be discouraged by other factors which are unavoidable. “Although some on welfare lack the necessary motivation, education or training for better jobs, many have been adversely affected by the decline of better-paying manufacturing jobs, the rapid expansion of part-time and temporary work, the unending segregation of jobs by race and sex, the persistently low minimum wage and other economic trends that from 1978 to 1985 increased the number of working poor by 50 percent” (Abramovitz, 1988, p. 221). This fact illustrates how national issues may affect a person who is seeking work, but still in need of welfare.
