What happen if a person touch liquid nitrogen avoiding the atomic repulsion? It will produce an explosion or nothing will happen?

It is possible to create an artificial neutron start with the knowledge that humanity have nowadays atoms? Not really, I know that the power is something that almost everyone whish, and the knowledge is the key for that power. In some point, almost all the inventions have a good purpose, but some governments, some people and religions had used these inventions to create weapons.
