Henri Fayol (born 1841 in Istanbul; died 1925 in Paris) was a French management theorist. Henri Fayol was one of the most influencial contributors to modern concepts of Management. He has proposed 5 primary functions of Management: Planning, Organizing, Commanding, Coordinating & Controlling.
Henri Fayol synthesized 14 principles for organizational design and effective administration. Fayol 's 14 principles are-
1) Specialization of Labor
2) Authority
3) Discipline
4) Unity of command
5) Unity of direction
6) Subordination of individual interests
7) Remuneration
8) Centralization
9) Scalar chain ( Line of authority)
10) Order
11) Equity
12) Personnel Tenure
13) Initiative
14) Esprit de corps

Orderliness implies steady evolutionary movement rather than wild, anxiety provoking, unpredictable movement. In the bureaucracy of Bangladesh, each member has a orderly position with certain duties to perform.
The next principle was equity. Employees must be treated equally with justice. But in the bureaucratic administration of Bangladesh, nepotism, red-tapism etc are present and justice for all equally is not present.
The twelfth principle was stability of tenure of personnel. In the bureaucracy of Bangladesh, it is almost absent. The bureaucrats are frequently transferred, deputed and been on special duties (OSD) for which they can 't stay for a long in one place to improve the condition of that place. Moreover, with the change of political parties in power, the lot of officers also changes as well as their workplace for political reasons.
The next principle was initiative. There should be a scope for taking new initiative by the officers. But here in Bangladesh 's bureaucracy, the scope of taking new initiatives is limited yet.
The last principle was Esprit de corps which refers to the need of managers to ensure and develop morale in workplace. Team spirit helps develop an atmosphere of mutual trust & understanding. In present situation of the country 's bureaucracy it is important to be present though it isn 't still
