It has proven to be one of the most effective methods of maintaining peace and security in the international system. Its aim is simply to create conditions in states emerging from conflict for lasting peace. The main way this is done by the UN is by putting a neutral intermediary between those states that are at war until peace is established. United Nations peacekeeping is not limited to military action alone but is anything that contributes to the furthering of the peace process. This includes, but is not limited to, the monitoring of withdrawal by combatants from a former conflict area, the supervision of elections, and the provision of reconstruction aid. Their job is to monitor cease-fires, patrol demilitarized zones, and to create buffer zones between fighting forces, so that the fighting will stop. Peacekeeping is mostly done by military personnel, sometimes they are assisted by other, non-military personnel such as police offers, humanitarian aid workers, and/or citizen diplomats and peace workers. In international conflicts it is done with a neutral, usually multi-national force. Peace Enforcement is another method used by the United Nations in their bid to ensure international peace and security. There are different definitions of peace enforcement, one definition is, operations carried out to restore peace between belligerent parties who do not all consent to interventions and who may be engaged in combat activities. This security measure includes the application of a range of coercive measures; including the use of military force against combatants It requires the explicit authorization of the Security Council. It is used to restore international peace and security in situations where the Security Council has decided to act in the face of a threat to the peace, breach of the peace or act of aggression. The Council may utilize, where appropriate, regional organizations and agencies for enforcement action under its authority and in accordance with the UN Charter. The United Nations Secretary General also uses the term to refer to forceful actions to keep a cease-fire from being violated or to reinstate a failed cease-fire. Unlike peacekeepers, peace enforcers are not welcomed by all parties involved in the conflict and as a result they lose their neutrality which is extremely important for peacekeepers.
