A number of approaches have been suggested for post conflict recovery and they include but not limited to the following;
Bottom up approach
This is also known as indigenous empowerment. The idea behind it is to empower local populations who are at the bottom and mid-levels of society by allowing them to consolidate and develop necessary resources for the implementation of a peace process, which could be later advanced onto elite levels that are at the top. This approach should be looked at as a pyramid where the local population is at the bottom and the elite (leaders) at the top(Aliyev, 2010). The Peace, Recovery and Development Plan II (PRDP 2) being implemented in northern Uganda follows the same approach and is compatible with GoU decentralization policy framework. A number of NGO’s when coming up with projects endeavor to involve the beneficiaries in planning, implementation, monitoring & evaluation of program activities. Even certain NGO’s focus on a particular target group i.e. children, women, etc. contrary to government programs which are imposed in to the beneficiaries.
