Mission Analysis Brief
Task: Conduct a detailed Mission Analysis (MA) for All Hazard Response (AHR)

Purpose: Develop an understanding of our mission.

Endstate: A mission analysis briefing which will facilitate our understanding of the situation and course of action development

State Mission
O/O MSNG responds to an event impacting the State of Mississippi by providing capabilities requested by the Governor IOT support local and State authorities in the preservation of life and restoration of self-governance to the Citizens of the State of Mississippi.

State Intent
The unpredictable nature of man-made disasters, natural disasters and terrorist incidents means that units must be prepared to respond to a catastrophic

We will utilize 184ESC assets to assist state and local authorities in the restoration of self-governance to the citizens of the State of Mississippi. We will accomplish this by performing Joint Reception, Staging, Onward Movement, and Integration (JRSOI) operations in addition to LNO support at EOC locations.

184 ESC End State
A state of normalcy is restored in the affected areas and civil authorities can revert to self-governance. Critical infrastructure is restored (electricity, water, sewer, police protection, etc.) in a manner which eliminates the need for 184 ESC assistance. All 184 ESC units return to home station, refit equipment and reintegrate their Soldiers into their civilian jobs.

184 ESC Recommended Mission Statement
O/O the 184ESC will provide Lifesaving support to affected counties within our area of responsibility; to provide seamless JRSOI operational support at strategic locations to all forces assisting within the affected area. We will tailor our response based on the severity of the event and be prepared to utilize all available assets to support units and civilian population within the affected

O/O provide steady state operations and conduct humanitarian support operations, security operations, and assist in opening lines of communication by removing debris from major road networks.
O/O provide mission command as the primary MSC for regions 7, 8, 9 as outlined in Annex C (Operations) OPLAN MSNG AHR.

BPT to provide 168th EN BDE for operational control of units in the impacted counties.

Implied Tasks
Identify emergency response team (s) with immediate life saving capabilities to deploy on order to effected areas.
Establish FLE requirements for three operation centers at CSJFTC, CMTC, and CRTC.
Set up operations center to conduct JRSOI for 172nd AW and 186th ARW.
BPT to provide engineer evacuation elements from 168th EN BDE to field Count Composite Team.
