Integrating a new information technology system into any agency setting would be difficult for all members as they are concerned with reduced productivity, fear of maintaining the same quality of information that is being documented, and difficulty learning the system((Menachemi & Collum, 2011). However, I believe that some staff members may be more resistant than others. I think that personnel who are complacent and don’t see a need for change may be more resistant to the implementation of the system. If they feel disconnected from the purpose or benefits of the system, this could create a barrier to the staff 's desire to successfully utilize the system, and would result in resistance to the implementation of the tools.
