Over the years disasters of all kinds have surfaced when least expected, a situation that has made it imperative for the introduction of emergency management. Emergency management is basically the management of various situations to cope with disasters. The main aim of emergency management is to have a safer environment where the society is less vulnerable to disasters. Disasters like the September 11 bombing in the US, earthquakes, tsunamis and the continued rise of terror attacks have seen the rise of institutions to help curb disasters (Drabek, 2003).
Principles of emergency management
Comprehensive: emergency management should be comprehensive. This means that it should take precautions in all aspects in which disasters can occur. This principle entails full details on hazards, phases, impacts and everyone involved. In terms of hazards, all hazards should receive thorough assessment to ensure that no loopholes are left behind. In terms of phases, the emergency management should look at the four stages of emergency management which include mitigation, preparedness, response and recovery. This increases their reliance on other people who include strangers making them even more vulnerable to crimes (Wisner et al, 2004). Post disaster stress also plays a role in the increase of crimes (Barsky, 2006). To curb this, emergency management strategies should be enacted in such ways that entail multiple indicators of crimes. Managers should strategically evaluate possible crime indicators before making decisions and before allocating resources. This should liase with criminal justice systems so as to have instant access to police services throughout the disaster management
