Djajic’s and Mesnard’s thesis for their article would be Governments’ do not enforce their policies, which causes the mistreatment to the immigrant workers’. This is based on the authors’ mathematical computation. The purpose of this article is to show how unfair an employer can be when they have a guest worker working for them, even when the governments administer laws to help protect guest worker rights. The governments are not always aware of the mistreatments, unless it is brought to their attention. What can be done so that the guest workers are given equal treatment? Who really cares about the guest workers in the governments of those countries that have guest workers? When will the people take a stand to let their government know that employers cannot keep abusing, exploit, or steal from the guest workers? The simple answers are for all human race to speak out to the government informing of the illegal actions of the employers. In the United States our government do not enforce their policies; this causes the mistreatment of immigrants. The Board gives their opinion along with some statistics on the documented and undocumented guest workers. The purpose of the article is to have the readers think and care more about the guest workers in the United States and how they are exploited and mistreated. The Board supports their opinion by explaining different ways how the government participates. How some of the people in Congress (the liberals) are trying to increase the flow of immigrants, while the low-skilled jobs are decreasing. There was a reform that was written with vigorous new rules for monitoring and fair salary, however, the fair salary was exonerated. The last main purpose of this article is why there are undocumented guest workers, simply because their visa elapses and the employer saves money by not resubmitting the proper paper work and increases their power over the guest worker with threats of deportation, loss of pay or no
