Real savings will only result from daily management and optimization of transportation requirement variability. However, in some case, there is shipment based on truckload rate which doesn‟t matter if the truck is fully loaded or not. Unfortunately, transport manager will faced a problem such availability of truck number, lack of driver, inefficient transportation operation and high expenses on truck assessment. Deming cycle or Plan-Do-Check-Act (PDCA) supported for successful accomplish the daily event management. Stability also will ensure the transportation network is to be plan and monitor effectively. Taylor & Martichenko (2006), stability can make transportation become reliable, deliver the product based on the promised and any problem could be solved quickly. It has create a process flow to recognize the problem, use pull system to avoid overproduction, level out the workload (Heijunka), stop when there is a quality problem (Jidoka), standardize tasks for continuous improvement, use visual control so no problem hidden, and use only reliable thoroughly tested technology.
