Wilson’s concern was how a democratic system will run to ensure an efficient administrative system. Politicians should not interrupt in the running of the affairs of the civil servants. It takes on the assumption that power is the primary end of political action, whether in the domestic or international arena. In the domestic arena, the theory asserts that politicians should strive to maximize their power. Political realists also assume that interests are to be maintained through the exercise of power and that the world is characterized by competing power bases. They are also grounded in the emphasis on power politics and pursuit of national interest.
