The Government did not implement the Panglong Agreement, that will grant Kachin people the full autonomy in the Kachin State.They’re discontented in ethnic discrimination, inequality and they felt neglected by the central government of Myanmar.It has been the cause of the conflict that started in 1960’s.
II.CRITICAL RECENT DEVELOPMENT

2.Mediation
We think, that mediation is also important.The United Nation’s Department of Peacekeeping Operations should send a representative, at least, 3 to 5 representative.They will act as the mediator between Kachin people and the government.They’ll listen to them and discuss the conflict and make a temporary agreement.Because of the temporary agreement, there is a chance that one of them will break the agreement.It will also help them to have a more permanent agreement
3.Peace Talks
We also think that they should have a series of peace talk.The two parties had many peace talks in the past, but they didn’t resolve the conflict.In this peace talk, the United Nation will send a 3-5 representative that will help the two parties have an agreement.They will have an agreement that they’d agreed and they will have a sanction that will be given to the party that will break the agreement they agreed.Because of the sanction that they will be afraid to break the agreement.
