According to the Journal of Applied Behavioral Analysis, "automobile crashes are the leading cause of death for those aged 3 to 33, with 43,005 (118 per day) Americans killed in 2002 alone" (Clayton, Helms, Simpson, 2006). Worldwide, vehicle accidents consist of 1.2 millions deaths per year, "behind only childhood infections and AIDS as cause of death amount people aged 5 to 30 years old" (Clayton., 2006). The annual cost of road accidents is estimated about $518 billion"(Factor, Yair, Mahalel, 2013). The fact alone of being in a moving, heavy vehicle is a danger in itself but individuals that do not wear their seat belts, talk on the phone, text, and do other distracting behavior also put themselves in even more harmful situations. Which would be the light, bell, or loud noises stimulating an individuals learned automative response of putting on the seatbelt. He also recommended to avoid the term of "negative reimbursements" by "instead focusing on positively reinforcing seat belt use" (Clayton et al., 2006). The avoidance of using seat belts can be correlated to the Theory of Planned Behavior. The TPB states that if we plan to do something, we are more than likely to go forward with the action and that stronger intentions prompt a faster, more effective engagement of a behavior. The theory states that our intentions are a product of three different predecessors; behavioral attitudes, subjective norms, and perceived behavior (Theory of Planned Behavior Video). Behavioral attitudes affect individuals by how they think and feel about a behavior. Within behavioral attitudes, individuals are influenced by affective behaviors and instrumental behaviors (http://www.youtube.com/). The behavioral attitudes of seat belts can be thought of as "enjoyable/unenjoyable (affective behavior)" (http://www.youtube.com/) and "beneficial/harmful (instrumental behavior)" (http://www.youtube.com/). Some people may find seat belts very unenjoyable and therefore disengage the negative reimbursements which they could find harmful to their driving.
