The next section of the report deals with the general, nonspecific interventions. The first one is public health educational campaigns against cigarettes which have produced notable changes in public awareness about possible negative consequences of smoking. Warner, for example, has estimated that the effect of 1964 Surgeon General's Report on cigarette consumption seems to be small, but the cumulative effect or continuous publicity reduces the consumption by 30%.
Bernstein has commented that educational campaigns affect clinical activities more than smoking behavior. One example is the 5-Day Plan which involves five consecutive sessions on immediate cessation, dietary and attitudinal changes to reduce withdrawal effects. The results showed immediate 60 to 80 percent of abstinence rate, however within next three months almost 50% relapsed.
