With the evident global warming and climate change across every parts of the globe that has created ripple-effects of natural disasters, many governments of developed and developing nations have been putting extra efforts to prevent, manage and accommodate the dire consequences of mother nature and bad weather conditions, especially with the obvious increasing urban activities and population explosion in most cities of the world. Unfortunately, the reverse is the case in virtually all the cities in Nigeria. In this case, Delta State as a case study; where town planning laws and city master plans are blatantly neglected, abused, disregarded and flouted by the Government and its various Agencies, Departments and Ministries.

Despite the established ‘oil wealth’ that goes into government circles of Delta State over the years, especially into its Ministry of Lands, Survey and Urban Development, and the Waste Management Board, and even private property developers; these stated urban centers do not have anything to suggest they are metropolitan cities of the State. A drive through the nooks and crannies of the oil city of Warri and its environs, will present a scenario of deprived areas’ that are more like “decorated slums” characterized by near or complete absence of good accessible roads; blockage of natural waterways; overcrowding of certain areas; Residential fence house turned into stores; complete absence of efficient drainage systems and reliable waste management activities; absence of public car parks; destroyed natural habitat and water ways and so many other things that makes the stated areas not to be seen as urban centers. The dangers of having inappropriately planned or distortion/disregard of master plans of cities are unimaginable. The nefarious act of approving and certification of inappropriate structural plans of cities create a whole lot of problems for all.
