The island Zoombini as an independent state suits perfect for a democratic constitution. Zoombini is divided culturally, economically, ethnically, and religiously. There are three regions into the newly independent state. Region A is Mountainous and considered a large region. This territory involves 15% of the island populace and 40% of the region is land. Education is not valued in this region. Region B is the largest region and would be described as flat and urban. This area includes 50% of the regions mass and contains 70% of the populace. A great part of the range is enduring poverty and low wages. Region C is the smallest region, wealthy, and on the beach. In this case the executive head will still be the governor, and Zoombini will be free to exercise the full range of powers that a state possess. The reason the people should choose the executive head of the state is so that the people can accurately reflect on who they would want to represent them. In a democracy, typically the whole population would decide who they would like to represent them as a whole. Powers in which the executive leader should have be to veto any bill the upper house of the bicameral legislature tries to pass for the state if it does not best suit the general population as a whole. The executive leader shall not act with initiative without the support of legislation. To enjoy a functioning democracy, the powers of the executive shall be limited for the best interest of the people. Though, it is believed that the executive powers shall increase in the time of an emergency, this should only happen with the support of the upper and lower houses. This will be referred to as the “emergency powers.” These powers are only limited to state matters. We can leave the district line the same based off of population because the number of seats will be determined by mixed-member proportional representation. The mixed-member proportional representation will be better than winner takes all because in winner takes all, the winner still only represent the minority of the regions. With mixed-member proportional representation you get rid of the minority rule and the spoiler affect. To effectively vote for representatives in the lower house of the legislature citizen can alternatively utilize approval voting, where the region states all the candidates they support. The people are also best suited for this type of election system, because it will accurately support and represent Zoombini and its diversity.
