“Property can be paid for; the lives of peaceful and innocent people cannot be.” (Document 3). These were the words from President Woodrow Wilson to Congress requesting a declaration of war against Germany. During the beginning of World War I, German submarine warfare sunk the ships of any nation, neutral or not, killing numerous amounts of people. Among these people were one hundred and twenty-eight Americans who were, up until this point, neutral to the war. I believe that American intervention overseas was justified. World War I was not the first intervention overseas for America. In 1898, the Spanish-American War began.
